Hi Ahmad,
Thank you for contacting Microsoft Community. I understand that you have an issue opening and uninstalling BlueStacks App. I appreciate your efforts to resolve this issue, I will surely help you to fix this issue.
To understand the issue better, I would need more information from your end.
1. Does the issue occur only while using BlueStacks App?
https://spideryellow551.weebly.com/shopping-list-app-windows-10.html. 2. Did you make any recent changes on the computer prior to this issue?
This issue could have occurred due to these reasons:
1. Conflict between third party applications.
2. Conflict between third party antivirus software.
Try the steps listed here and check if it helps:
Method 1:
I would suggest you to boot the computer to Safe Mode and check if the issue occurs or not. If not, I would suggest you to set the computer in a clean boot state and check if it helps.
Step 1:
Boot the computer to Safe Mode. In Safe Mode computer starts with minimal set of drivers and files.
Windows Startup Settings (including safe mode)
http://windows.microsoft.com/en-IN/windows-8/windows-startup-settings-including-safe-mode
Step 2:
If the issue do not occur in Safe Mode perform a clean boot and check. Setting the system in a clean boot state will help to identify if any third party applications or startup items are causing the issue. How to perform a clean boot in Windows http://support.microsoft.com/kb/929135/en-us
Note: After clean boot troubleshooting steps, refer to the section 'How to reset the computer to start as usual after troubleshooting with clean boot' in the provided link to return your computer to Normal startup mode.
Method 2:
If the issue persists, I would suggest uninstall all the unwanted antivirus software after keeping the one you want to run on the computer.
Note: Using more than one antivirus software may cause conflict between them and none of the antivirus software may not work properly.
You may also try to disable antivirus software and check if the issue persists. This is to make sure there is no conflict between antivirus software and BlueStacks.
Windows Cannot Find File Error
Note:
1) Please make sure to re-enable Antivirus software after troubleshooting steps.
2) Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable or uninstall your antivirus software. If you have to temporarily disable or uninstall it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled or uninstalled, your computer is vulnerable to attacks.
Hope this information helps. Reply to the post with updated status of the issue so that we can assist you further.

Lately, I've been having this problem where Windows was informing me that a file did not exist. For example, if I were to open up
my-image.png from explorer, it would tell me that it wasn't found. Now, Picasa Photo Viewer had taken over the extensions, which is what I wanted when I installed it. So, I went to Picasa's Program Files Directory, and tried opening the viewer manually. This time, I was told that the app could not be found, even though I'd just double-clicked it.
Over time, more EXE files started doing it. I found that if I rename the EXE, it works. But the second I change it back, it 'can't find' it again.
I don't have any viruses on my PC, everything else is performing fantastically.
Edit - This is happening with RAD Studio now as well.
Here's a snapshot of the error with
bds.exe selected:
Edit 2 - Also, I have checked the
exefile and .exe associations in the registry, and those are fine (set correctly).
It's just weird that most apps open, but BDS does not. Command line can't open it either.

Check the following registry key: Keeperrl alpha 24 free download.
On a 64-bit system there is a second copy of this key for 32-bit applications:
This key can be used to launch a debugger automatically when the specified application is started (see also this and this for more information). However, if the
Debugger value in a subkey of this key points to a nonexistent file, any attempts to start the EXE file with the same name as the subkey will fail with a “file not found” error.
If you see any subkeys which should not be there, delete them (after making a backup of the registry key contents). In a clean Windows 7 installation there are two subkeys under this key:
Some malware may use this key to disable important system components (e.g., Sergey VlasovSergey Vlasov
explorer.exe ) and antimalware programs, and sometimes antimalware programs remove the malware executable files, but leave registry keys under Image File Execution Options pointing to the location of those files, which will result in the errors you are seeing.
